What it means

SAM.gov (System for Award Management) is simultaneously the federal vendor registry and the federal opportunity board. To bid on a federal contract you must be registered as an entity in SAM.

Registration is free and takes roughly 2–6 weeks (identity validation is the slow part). Registering issues your UEI and, shortly after, a CAGE code.
