What it means

A sole-source award is a contract given to one company without a competition. It is legal only under specific circumstances — most notably certain socio-economic programs and dollar thresholds.

For example, agencies can sole-source to an 8(a) firm up to roughly $4.5M ($7.5M for manufacturing). This is why certifications are so powerful: they can turn a competitive fight into a direct award.
