A GWAC (Governmentwide Acquisition Contract) is an umbrella vehicle, usually for IT, that multiple agencies can order from. A BPA (Blanket Purchase Agreement) is a simplified arrangement for repeated purchases against agreed terms.
Both work like the IDIQ and GSA Schedule idea: get onto the vehicle, then compete for the work that flows through it.
